EU funding opportunities for the Bulgarian industry
Operational Programme “Development of the Competitiveness of the Bulgarian Economy" (shortly OP Competitiveness) is designed to support competitive and efficient Bulgarian production which will contribute to the overall competitiveness and sustainability of the Bulgarian economy within EU. The funding for the programme period 2007 – 2013 is 1.1 bln euro.

"Technology upgrade in small and medium-sized enterprises”

Deadline for submission of project proposals - 20 December 2011
Who can apply:
SMEs with a history of minimum 3 financial years and net revenue of BGN 200 000 – BGN 1 mln for the last year.
The SMEs should come from the following economic sectors: manufacturing and processing (from all fields excluding agriculture - it is covered by the Rural Development Programme); Information techology; development and distribution of information products, telecommunications; scientific research and development.
Some specific sub-sectors are considered priority and they get additional rate when the projects are reviewed. These are: cocoa, chocolate and sugar production; condiments and flavours production, baby and diet food production; pharmaceuticals and chemical production; computer production; rubber and plastic products; production of vehicles, Internet portals and hosting services, news agencies and other.

Available grants for:
Investment: All equipment and new technology needed to expand or upgrade the SME or launch a new product line, etc.
Services: Marketing strategy and analyses needed for the upgrade. The consultancy for the project proposal.
Financial conditions:
Eligible grant per project
Micro enterprises – minimum BGN 100 000; max. BGN 500 000
Small enterprises – minimum BGN 200 000; max. BGN 1 mln
Medium enterprises – minimum BGN 300 000; max. BGN 2 mln
Micro and small enterprises can get 70% of the total costs covered by grant; menum enterprises - 60% of the total costs.

"Development of new and strengthening of existing technology transfer offices"

Universities, Bulgarian Academy of Science, research institutes, NGOs, companies, municipalities, etc.
Available grants for:
Investment: Investment projects for establishment of new technology transfer offices or expansion of existing ones.
Services: Resources for operations of the offices; promotion, consultancy, etc.
Financial conditions:
Minimum grant BGN 75 000; maximum grant BGN 400 000.

Services: Up to BGN 10 000 for consultancy services for development of the current project proposal, etc.

Minimum grant - BGN 300 000; maximum grant - BGN 4 mln.

"Development of innovations by start-up companies"
Total budget for the procedure - BGN 39 116 600
Start of application process: 6 January 2011
Deadlines of sessions 2011: 9 March 2011; 10 May 2011; 12 July 2011; 13 September 2011; 15 November 2011.
Who can apply:
Companies registered in Bulgaria with not more than 3 fiscal years of history. Applicants should be in progress of developing innovative products, processes, services that will be implemented in economy. Priority sectors: IT sector, environmental and energy saving technologies, healthcare-related technologies.
Available grants for:
Full assessment of the innovative product. Development of samples and testing. Development of technologies for its production. Industrial design. Intellectual property. Business and marketing strategies. Product Promotion, demonstrations, exhibitions, etc. Up to BGN 10 000 for consultancy service on the developing the current project proposal, etc.
Financial conditions:
Minimum grant BGN 40 000; maximum grant BGN 391 166.

"Support for commercialization of innovative products, processes and provision of innovative services"
Total budget for the procedure - BGN 48 895 750 (~ 24 mln euro)

Who can apply:
Companies with at least 3 fiscal years of history, set in Bulgaria. Applicants should be in a process of implementation of innovative products or processes. It also includes if innovations are being developed by a sub-contractor.
Available grants for:
- Investments in new equipment for implementtaion of an innovative product; purchases of components and materials to that end; purchase of sofitware, construction works (not more than 20% of all investment costs);
- Services: related to technological optimisation; consultancy and legal advice; business and marketing strategy - market research, communication planning, etc. consultancy for preparing the current project proposal, etc.
Financial conditions:
Minimum grant for all applicants - BGN 200 000
Maximum grant for SMEs - BGN 2 mln
Maximum grant for large enterprises - BGN 3 mln lv

“Support for the creation of technological parks”
2007 - 2013 budget – BGN 2 933 745 (~1.5 mln euro)
Who can apply:
A consortium of minimum 4 organizations comprising of at least 2 investors and at least two of the following type of entities: Bulgarian universities, Bulgarian Academy of Science, Agricultural Academy, research institutes, scientific organizations, NGOs dedicated to science and IT promotion, municipalities.
Available grants for:
Developing a technological park.
Eligible costs:
- Preliminary studies and analyses related to the technological park;
- Design and project management;
- Construction assessments;
- Project audit;
- Project visibility.
Financial conditions:
Grants are available for 70% of project budget. Size of grant is min. BGN 100 000 (~50 000 euro) and max. BGN 391 166 (~200 000 euro).
Deadlines:
Start of application process – 20 July 2009
